Pierced, as issued with much of the detail softened due to long-term water submersion. RARE. The West India Dock Company was formed by Robert Milligan (1746–1809), Jamaican born merchant and ship-owner, and the Docks, authorised by the West India Dock Act of 1799, were constructed between 1800 and 1802.
