An eagle with an olive branch in one talon, a group of three arrows in the other talon, and a shield on its breast. This design element is similar to that used on regular issue quarters of the Capped Bust and Liberty Seated types. In his 1994 reference United States Patterns and Related Issues, Andrew W. Pollock III states of this variety: "Presumably the hub was intended for the production of token dies, button dies, or buttons."
